True. Yet some people tell us that if the proportion of people voting is low, that’s because they’re too contented to want to change anything, so it’s OK; and other people tell us the aim of government is the greatest happiness of the greatest number, even if the majority are happy while the minority are miserable.

that is the main fault with a majority rules system like democracy. the majority may not be in the right, meaning fall on the wrong side of history of examples such as child labor, slavery, suppressing of women, jim crow, etc.. I much rather have such a system but the faults can be glaring as well as downright dangerous to human development…
